Food Waste Bin rollout by Arun

From April 2026, all councils in England – including Arun – will be legally required under the Environment Act 2021 to provide weekly food waste collections. This will take place alongside the fortnightly rubbish collection from a council-supplied 180 litre bin and continuation of the fortnightly dry mixed recycling collection.

The new contract will also continue to include small waste electrical and electrical equipment collections, a subscriber-based garden waste collections service and the introduction of recycling opportunities for items such as textiles, batteries and coffee pods.

In areas where it is physically not possible to have a wheeled rubbish bin for each resident, an alternative solution will be introduced.

Why is it changing?
Separating food waste collected from across the whole of West Sussex (including Arun) allows it to be recycled via anaerobic digestion into biofertiliser and energy. The biofertiliser will be used as fertiliser for farmers fields and the energy will power the plant, with any excess exported to the national grid to be used in homes.

When the changes will happen
New bins will start being delivered to households between January and March 2026. The new collection system of weekly food waste/fortnightly general waste is expected to begin shortly after Easter 2026. Once the start date and new collection rounds are confirmed, residents will be able to check their updated collection schedules in several ways:

  • Arun District Council app – the easiest way to stay informed. Sign up with your postcode to receive collection reminders and helpful guidance
  • Online postcode checker for new collection days (not currently available) – this will be available here once new rounds are finalised nearer to the introduction of new services
  • Customer contact centre – call 01903 737754 if you don’t have access to online services

How to opt out or request more capacity

If you already have a 180-litre or smaller wheeled bin that you can use (a standard recycling bin is 240-litre) you can either contact Arun as soon as possible to tell them you don’t need a new bin delivered or wait for the new bin to be delivered and then tell Arun that your old bin can be collected and recycled once it’s empty.

If you live in a house with 5 or more people and think you will need a bin larger than 180-litres you can apply for an extra bin.

Advice to private landowners from Arun

The Parish Council has been advised that Arun has had considerable success in preventing incursion onto Council property by caravans after installation of bunding (such as in the photo below). They have asked us to warn private landowners that this may lead to caravans looking for alternative fields and land so Arun are actively encouraging private landowners to look at the security of their fields etc.

Have your say on the future of local government in West Sussex

People in West Sussex can now have their say on the future of local government in the county.

West Sussex County Council is urging interested parties, including residents, businesses and organisations, to take part in government-run consultations open from today.

Views gathered in the consultations will influence ministers’ decisions on the way local government in West Sussex is reorganised and structured.

West Sussex County Council will take part in the consultation to express its own views on the proposals with its preference being for a single unitary authority for the whole of West Sussex.

Councillor Paul Marshall, Leader of West Sussex County Council, said: “All councils in West Sussex worked collaboratively to develop a shared business case that presented two options to government, both of which meet government criteria, reflect local needs, and are viable for reorganisation.

“Of the two, West Sussex County Council maintains that a single unitary authority delivers the best outcomes for residents, with less spending on council infrastructure, greater savings to reinvest in services, stronger financial stability, and continuity for vital services that support our most vulnerable people.”

In addition to the proposal for a one unitary option, the district and borough councils have stated a preference for a two unitary council option.  

Cllr Marshall added: “While the option of two unitary authorities for the county is viable, I passionately believe that a single authority has the opportunity to engrain within its fabric a commitment to recognise the strength in the variety of different communities within our county and develop bespoke approaches to individual places. In short, one council does not mean a single way of doing things; rather it provides the capacity to work hyper-locally with sufficient resource to adapt delivery.

“Analysis from West Sussex councils shows that a single unitary authority could save around £48million per year, compared with £18.8million per year for two authorities. A single authority therefore means less money spent on overheads and more on services like children’s care, highways and community safety as well as waste collection, street cleansing, parks and open spaces.

“Our preferred option will have the resources and capacity to deliver services to local residents effectively and efficiently, while also having the flexibility to ensure local government is connected to local places in a way that responds to the needs of individual places.”

The options for a single unitary authority and two unitary authorities for West Sussex were presented to government in a shared business case developed by all councils in West Sussex.

Brighton & Hove City Council proposed a further option for five unitary authorities across Sussex that involves boundary changes within West Sussex. This proposal was developed independently and differs significantly from the two options proposed by West Sussex councils.

Cllr Marshall added: “We have concerns about Brighton & Hove City Council’s proposal for five unitary authorities across Sussex. It would fragment West Sussex, create duplication, and weaken partnerships with the NHS, police, and fire services. We do not support the proposal because we know from our own analysis that one of the proposed West Sussex councils, from day one, would not be financially viable and we cannot expose our residents to the risk of a failing council.”

Full details of the options are provided within the government’s consultations, which run until 11.59pm on Sunday 11 January 2026.

Once the consultations close ministers will consider all responses and decide which proposal, if any, to implement.

The decision rests entirely with national government and will be subject to Parliamentary approval.

Spread the festive cheer – with free pre-Christmas parking on Saturdays

The annual incentive encourages people to support local shops and businesses on the traditional high street, and to attend the annual Christmas lights switch on in both Littlehampton and Bognor Regis.

The car parks providing free parking on Saturdays and the Christmas lights events are:

  • Littlehampton Christmas Lights switch on 22 November (12.00 to 18.00). Parking will be free in Manor House car park
  • Bognor Regis Christmas Lights Switch on 29 November (12.00 to 18.00). Parking will be free in Fitzleet multi-storey car park

Temporary closure of Lake Lane, Barnham and Eastergate CP, 17th November 2025

NOTICE IS HEREBY GIVEN that from the date specified below, West Sussex County Council has temporarily closed to all traffic Lake Lane, Barnham and Eastergate CP, in the Arun District under Section 14(2) of the Road Traffic Regulation Act 1984, as amended, on
Lake Lane from the junction with Park Road to the junction with Haliford Drive.
The emergency temporary closure commenced on 17th November 2025 for a maximum of 21 days. It is anticipated that works will be completed on 28th November 2025. The road closure is required for the safety of the public and workforce while Southern Water undertakes Emergency road closure to facilitate the urgent repair of utility assets.
The restriction will be in place 24hrs a day.
An alternative route will be signed on site.
Access will be maintained for emergency services, residents and pedestrians within the closed area.

Armistice Day silhouettes for Parish

We are delighted to report that the first of several military silhouettes to commemorate fallen soldiers has been erected in Walberton along with large poppies for the lamp posts in the village.  This will be repeated in Fontwell and, we hope, in Binsted at some point in the future.  We thank Patrick Dealtry for his hard work on this as he came to the Parish Council to discuss the possibility and applied for funding through the Parish Grant scheme.

County Council launches new specialist support hub for children and families

West Sussex County Council has launched a new initiative to deliver earlier, more effective psychological support for children, young people, and families. 

The county council’s new Psychological Hub aims to help families stay together, support children through complex emotional and mental health challenges. It will bring together expert services under one umbrella and create safe, nurturing environments where every child can thrive. 

The Psychological Hub unites a range of previously independent specialist services under one psychology-led leadership team and is accessed via healthcare referrals. This integrated model ensures that support is timely, coordinated, and tailored to individual needs. The hub will also feature therapy pods based at County Hall North in Horsham, providing dedicated spaces for therapeutic work in a calm and welcoming setting.  

At its heart, the hub brings together two key support areas: 

Restore, offering psychologically informed support and interventions for children and families, helping: 

  • Families stay together or reunite when safe to do so. 
  • Children with special educational needs and disabilities who are at risk of school placement breakdown or hospitalisation due to mental health needs. 
  • Children experiencing, self-harm, or mental health conditions that may lead to hospitalisation. 
  • Children displaying harmful behaviours. 

Attach, providing specialist psychological support for: 

  • Children in care and care leavers. 
  • Unaccompanied asylum-seeking children. 
  • Families in kinship arrangements, where children are cared for by someone they know and trust.

Temporary closure of Tye Lane, Walberton CP, 31st October 2025
NOTICE IS HEREBY GIVEN that from the date specified below, West Sussex County Council has temporarily closed to all traffic Tye Lane, Walberton CP, in the Arun District under Section 14(2) of the Road Traffic Regulation Act 1984, as amended, on Tye Lane, outside of Avisford Park House
The emergency temporary closure commenced on 31st October 2025 for a maximum of 21 days. It is anticipated that works will be completed on 4th November 2025. The road closure is required for the safety of the public and workforce while Portsmouth Waterworks Company undertakes Emergency road closure due to a leak on a pipe in the carriageway

Training on defibrillators and CPR for parish

Another training session has been arranged for the Parish. Parish Councillor, Diane Evans, and her husband Mike, have offered to hold a training session for any parishioners in Walberton, Binsted or Fontwell who might be interested in learning how to use a defibrillator and how to do CPR. This session will be held on Saturday 22nd November 2025 from 2pm in the Pavilion.  Everyone is welcome, no need to book.

Walberton cycle path consultation 2025

The Parish Council are starting the consultation process for the planned extension and improvements to the cycle path. There will be the opportunity on Saturday 29th November to go and look at paper plans in Walberton Pavilion between 1pm and 3pm and ask questions about them. Blood pressure monitors available to borrow

You can now borrow potentially life-saving blood pressure monitors free of charge from all 36 libraries in West Sussex.

High blood pressure (or hypertension) is a leading cause of heart attacks, strokes and other diseases, but it is a treatable condition and early detection is key.

The easy-to-use blood pressure monitoring kits can be borrowed for up to three weeks by local library members and used at home to check blood pressure daily.

The kits come with a guide on how to measure blood pressure, interpret the results, and a diary to log them. For low and high blood pressure readings, people are encouraged to contact their GP for further advice and treatment.  Further information to support being healthy is also provided in the kit.  

The initiative is a partnership between West Sussex County Council’s public health and library services and NHS Sussex, with the aim of increasing the detection of undiagnosed hypertension.

Often called ‘the silent killer’ as it usually has no symptoms, high blood pressure can only be detected via a blood pressure check, which is quick and painless.

For many people, there may not be a single cause, but reducing your risk through being a healthy weight, minimising your salt intake, being physically active, drinking within recommended guidelines and stopping smoking can all help reduce your blood pressure. Being aware of your blood pressure and checking it regularly is an important way that you can take charge of your own health and wellbeing.

Dr Suneeta Kochhar, Clinical Lead for Cardiovascular Disease Prevention at NHS Sussex, said: “Having raised blood pressure is associated with an increased risk of heart disease, strokes and chronic kidney disease. Up to a third of people in the UK may be unaware that they have raised blood pressure, this is because most people do not have any symptoms. This means that the only way to detect this is by having a blood pressure check. A blood pressure check can be done at your GP surgery, local community pharmacy or through initiatives like the library blood pressure monitor loans in West Sussex.”

Fireworks night information

From the Village Hall Committee to all Residents

The Walberton Fireworks & Bonfire Night will take place on Sunday 2nd November 2025. This is by far our largest fundraising event and is much loved by the community. It also raises essential funds to both maintain and improve our Village Hall facility. The Village Hall roof has now been repaired & restored at a considerable cost, and we are very pleased to say that the fundraising from 2024 allowed the work to proceed.

Due to Health & Safety requirements the following entrances to the Village Playing Field will be CLOSED from 4pm until 9pm on Sunday 2nd November:

· By the tennis courts

· The ‘unofficial’ gaps in the hedge

· The kissing gate on the far side & the path to the side of the playpark

If you are joining us, the entrance to the event is via The Street car park.

There are likely to be a large number of visitors looking for parking spaces from 4pm.

As a committee we are putting in place the following to help alleviate potential issues:

· Cones will be placed along The Street from the Village Hall car park entrance to the school entrance by Midday on the Sunday

· Marshalls will patrol The Street from 4.30pm til 6.30pm to ensure people park respectfully

· No parking will be allowed in the Village Hall car park except:

o St John’s Ambulance & essential official vehicles

o Blue badge holders

We would like to put in as many responses as possible. A strong message to ADC Officers that we, as residents, would like to see ADC use its full range of powers when it comes to enforcement of legal breaches when it comes to planning policy, licencing, ASB, fly tipping, etc. could be helpful.

Planning Committee meeting

The next Planning Committee meeting is on Tuesday 30 September at 7.15pm in the Pavilion and the agenda and decision list is on our website.  Unfortunately, although we have the new noticeboard, we are unable to put any notices in it yet and a copy of the agenda and decision list will be on the noticeboard in the bus stop near Walberton House, entrance to Church Lane.

New Noticeboards

You may have seen that the noticeboard at the entrance to Walberton playing field car park has been taken down today. This is in preparation for our smart new noticeboard being installed on Friday – the first of several around the parish.

If you had notices pinned to it, they have been saved and will be reinstated on the new one.

The Parish Clerk will be key holder for the new board so do direct enquiries for putting up notices to the Parish office via clerk@walberton-pc.gov.uk .

We were delighted to be able to co-opt a new Councillor, Felix von Wendland, at an EGM held on Tuesday 29th July. He has been resident in Walberton for just over one year and joins us with a wealth of financial experience. This brings the total number of Councillors to 7 out of a possible 9.

Walberton Youth Council stall at Gardening Club Fair 5th July

The Youth Council will be continuing their fundraising drive for the new football/basketball goal for Walberton playing field, by having a stall at the fair on 5th July. They will be selling second-hand books and will have activities that children might find fun to do. They will also be happy to talk to any other teenagers in the village who might be interested in joining the council. Please do support them.

Youth Council Cupcake Carwash

Saturday 21st June – The Youth Council will be washing cars from 9am to 5pm outside the Village Hall. They are raising funds to put towards the football/basketball goal that they have been researching, presenting and planning for this year. It is hoped that installation will take place by September. The cost of washing your car is £10 and that includes a cupcake while you wait!

Village Hall roof repairs

Scaffolding will go up along the path by Walberton Village Hall at the beginning of next week (from Monday 9th June 2025) in preparation for repairs to the roof. The roof has been leaking for quite some time now and the village hall trustees are keen to have the repairs made before autumn/winter. They apologise for any inconvenience to pedestrians as the path will be out of use for a couple of weeks.

VE Day 80

On 8 May 2025, we mark the historic 80th anniversary of VE Day, with our parish coming together to celebrate 80 years of peace since the end of World War II in Europe, that so many millions paid the ultimate sacrificed to achieve. VE Day 80 is a tribute to those who fought for the freedom we all enjoy today.

At 9am residents of the Parish and beyond are invited to gather around the flagpole at Walberton Playing field to listen to the VE Day Proclamation being read as the VE Day 80 flag is raised.  At 6.30pm, the bells of the Church will ring out in unison with cathedrals and churches throughout the nation.  This will be followed by a bangers and mash supper and quiz in the village hall. At 9.30pm the parish will light our ‘lamps of peace‘ beside the flagpole, joining with over one thousand beacons and hundreds of Lamp Lights of Peace which will shine throughout the United Kingdom, Channel Islands and the Isle of Man, with the flames from them both, representing the ‘light of peace’ that emerged from the dreadful darkness of war,  as we sing the great British Hymn ‘I Vow To Thee My Country‘, standing side by side in gratitude, honouring the many sacrifices that secured our freedom.

We encourage everyone to take part in this anniversary providing a day of joy, reflection, and celebration, reaffirming our commitment to world peace, ensuring future generations understand and cherish its value.

This consultation seeks views on a proposal to form a Mayoral Combined County Authority for the local government areas of East Sussex County Council, West Sussex County Council, and Brighton and Hove City Council (referred to as Sussex and Brighton in this consultation).

This consultation seeks views, particularly from interested parties, including those who live and work across Sussex and Brighton, on the effect of establishing a Mayoral Combined County Authority in the area.
